One of the most common questions I receive from Oracle Fusion customers, implementation partners, and Oracle user groups is:
"Should we use OTBI, Oracle Fusion Data Intelligence (FDI), Oracle Analytics Cloud (OAC), or build our own analytics platform using OAC and Autonomous Data Warehouse (ADW)?"
The answer is not one-size-fits-all.
Each solution serves a different purpose, different audience, and different level of analytical maturity.
Choosing the wrong reporting platform can result in:

In this blog, I'll share how I typically guide organizations through this decision-making process based on real-world Oracle Fusion implementations.

How the Data Reaches the User
Although all four reporting options deliver insights from Oracle Fusion, each follows a different data architecture and serves different business needs.
OTBI – Real-Time Operational Reporting
OTBI connects directly to live Oracle Fusion transactional data through prebuilt subject areas, providing real-time reporting with no ETL or data replication. It inherits Fusion security automatically, making it ideal for operational reporting. However, it has limited data modelling capabilities, minimal historical analytics, and complex reports may impact ERP performance.
BI Publisher – Enterprise Document & Pixel-Perfect Reporting
BI Publisher retrieves data through semantic models or direct SQL against Fusion views and tables, making it ideal for invoices, financial statements, statutory reports, and highly formatted documents. Unlike OTBI, it separates the data model from the report layout, providing greater reporting flexibility.
Oracle Fusion Data Intelligence (FDI) – Oracle's Managed Analytics Platform
FDI extracts and replicates Oracle Fusion data into an Oracle-managed Autonomous Data Warehouse (ADW), where it is modelled, enriched, and presented through Oracle Analytics Cloud (OAC). This architecture enables historical analysis, enterprise KPIs, cross-functional reporting, AI-driven insights, and external data integration without impacting Fusion ERP performance. Oracle manages the complete analytics stack—from data pipelines and warehouse models to semantic layers, dashboards, and KPIs—allowing organizations to deploy enterprise analytics rapidly with thousands of prebuilt metrics.
Oracle Analytics Cloud (OAC) + ADW – Enterprise Analytics Platform
For organizations requiring maximum flexibility, OAC with ADW provides a fully customizable enterprise analytics platform. Data from Oracle Fusion and other enterprise systems is consolidated into ADW, where organizations can build custom data models, integrate multiple data sources, develop advanced analytics, AI and machine learning solutions, and deliver enterprise-wide dashboards through Oracle Analytics Cloud.
OAC alone has no Fusion content. There is no prebuilt semantic model or prebuilt dashboards out of the box. You build your own semantic model and visualizations, or connect directly to Oracle Fusion Applications using the built-in Oracle Applications connector. You also build the data preparation yourself.
OAC + ADW is the fully custom path. You provision an Autonomous Data Warehouse, build your own extraction (usually via BI Cloud Connector, BICC), model the data, and visualize in OAC. This gives the most control and is the right answer when FDI’s prebuilt content does not fit or you need heavy non-Fusion integration. The cost is engineering time, since you are rebuilding what FDI gives you out of the box .

Choose platforms that deliver trusted KPIs, financial reconciliation, and executive visibility while maintaining a single source of truth.

Focus on data quality, semantic modelling, governance, and reusable analytics assets rather than creating isolated reports.

Throughout my journey working with Oracle customers across Australia and New Zealand, one lesson has remained constant: analytics is not just about building reports it is about enabling better business decisions.
Many organizations begin with OTBI for operational reporting, evolve to Oracle Fusion Data Intelligence for executive insights, and ultimately adopt Oracle Analytics Cloud with Autonomous Data Warehouse as their enterprise analytics foundation. This progression reflects growing analytical maturity and an increasing need to combine Oracle Fusion data with information from across the business.
As the first Oracle Analytics Ambassador for Australia and New Zealand, and through my involvement with the New Zealand Oracle Users Group (NZOUG) and the Oracle ACE Program, I have seen how the right analytics strategy transforms organizations. Successful projects are not defined by the number of dashboards produced, they are measured by how effectively they deliver trusted insights, improve decision-making, and foster a data-driven culture.
Oracle continues to invest heavily in AI, analytics, and cloud innovation. Whether your organization is just beginning its Oracle Fusion journey or building a modern enterprise analytics platform, the objective should remain the same:
Deliver the right insight, to the right person, at the right time, using the right Oracle analytics platform.
